AWS Distro for OpenTelemetry v0.17.1

AWS Distro for OpenTelemetry (ADOT) v0.17.1 is now available. You can download the latest ADOT Collector image from the Amazon Elastic Container Registry (Amazon ECR) Public Gallery.

Release Highlights

• Ensure feature gate flag values are applied to global registry #1053 (Aneurysm9)
• Remove conditional check from logging wrapper #1213 (bryan-aguilar)
